The location of all shops, restaurants, and businesses within Citadel, the shopping district is a bustling area, both highly secure due to the patrolling soldiers, and quite desirable due to all of the things available for purchase, it's one of the few places where the Empire isn't feared, but instead their presence is welcomed by the community for keeping it so safe.

Home of all soldiers of the Empire not actively patrolling the streets, the battle district was named due to the constant training drills and practice battles going on within. The battle district is Citadel's militia's main supply depot, along with where all of their soldiers happen to live.

The miscellaneous streets of Citadel are heavily patrolled by the Empire's forces, and for that reason, are quite safe. However, it's not considered safe to walk them past curfew, seeing as the soldiers are known for being quite severe in their punishments of rule breakers.
