It's hard to forge a genuine relationship with Vivi; she has a separate facade for every person she has ever met. I'm sure many people have thought her a friend, however briefly. When she wants something, she will find the best way to get it from you and likely dispose of the relationship as soon as she gets it. If she sees some value in keeping up appearances afterward, she will. That's probably the closest someone can get to friendship with Viola. She will always be using you, though.

Getting on Vivi's bad side is seriously not recommended. Aside from the Pokemon she has raised to their peak over decades of training, she has the political power of almost the entire region at her disposal--and don't think she won't use it. Unfortunately, it is rather easy to get on her bad side. If Vivi wants something, and she finds it easier or more pleasurable to get it forcefully rather than through games, she very well might. More than one of her Pokemon are trained for interrogation using less than pleasant methods. Viola herself takes pleasure in these sorts of things with her own hands as well. Doing this for years as she climbed through the ranks of the Empire with some suspicious circumstances surrounding her promotions, she's like to have made some enemies.

Like anything else, Vivi uses love as a weapon. That's really all it is to her. If she thinks certain "womanly arts" will get her her way, there's no denying they'll be used. Sometimes she involves herself with other people mostly for kicks. The enjoyment is enough reason for her to put the effort in, but she has a history of boring easily. If she does get bored, the other participant (or participants, on more than one occasion) will quickly find themselves in dangerous territory.
