Yep. Newhaven. I remember. Just like it was yesterday. Philomela had managed to whip up a disguise, mostly involving some craftiness involving hair dye and a fancy cocktail dress. Philomela dyed her hair platinum blonde, tied her hair into a pair of ponytails (one on each side) and opted to wear a red, formal and fancy cocktail dress that was far different from her usual color scheme, such that nobody would suspect her appearance. Now the problem for Philo was her manner of speaking. She knew that she would be recognized immediately if she used her regular manner of speech, for this Philo decided she would try to speak in more colloquial dialect, in a manner of speaking. Inwardly, Philo was already mentally rehearsing how she would talk to people. Try to be more polite to members of the Empire, no matter how disgusted at them she personally found them - if her parents could be deceptive towards the masses she could do the same back towards the Empire, anyways. Keep up appearances. Try to be nice, too.
Philomela gravitated towards the smorgasboard of food and drinks available nearby, but she was only interested in the drinks. Philo figured if she got herself a bit tipsy it would help her get into the mood of the party, and help to 'dumb down' her speech. In other news, Philo was also figuring that the Empire probably had higher security at the event in order to account for plans such as those for her contingent. Then again, Philo wasn't exactly the violent type, she just had to make sure nobody recognized her. That wasn't such a difficult task, right? She wouldn't back down from any Empire dogs who attempted to stare her down - being afraid would just give herself away. She would need to try to be amicable here.
Taking a sip of her cocktail, Philomela made herself comfortable by standing near the dance floor and trying to get herself in the party mood so she could run around and get mingling.

The other guests were no fools, at least. If Spectre had already infiltrated the ball, they were doing a passable job of blending in, as none of them had been found yet. And whatever doubts Bellona may or may not have had for the guard on this venue, they weren't severe enough for her to do anything. At the worst, she would be forced to step into an ensuing fight herself. Worst? Best, more likely. For her, at least. As a councilwoman, she was obligated to care about security and the well-being of the empire, but there was no dying that she'd rather things go south and draw her into the fight.
Either way, she would do another pass later, once more guests had showed up. But for now, she was satisfied. Now she could interact with the other guests. Although 'should' was more accurate. Bellona had respect for only a few people, and interacting with the rest, especially on what was closer to an 'equal' level than she was used to, was hardly an enjoyable activity. But the only way she could jump straight to the fighting would be to start it herself, and she wasn't going to do that without a target to direct it at.
Not this time, at least.
She approached a young woman with blonde twintails standing at the edge of the dance floor. The woman seemed a bit uncomfortable, but looked like she was trying to get over that by hanging around where she was. "Are you enjoying yourself?" Bellona asked with a false friendliness.

Philomela must have seemed rather awkward standing around, as she caught the glimpse of an azure-haired, cold beauty in white uniform approaching her. Those eyes and that imposing aura about her could only mean one thing - the War Goddess was approaching her. Philo heard a lot of things about her from her parents, who worked for the Empire. Philo herself didn't know the War Goddess by her name, only this nickname of her's and what she looked like - and that she was one of the councilors of the Empire. Inside she was a bit nervous, actually, she was incredibly nervous. Yet, Philomela tried to keep up appearances. She turned to greet the woman approaching her, smiling as genuinely as she could. From the way the War Goddess spoke, Philomela couldn't tell if her question was asked with proper sincerity or if she was just pretending. Trying to be polite, Philomela bowed. "I'm doing great," she said, giving the War Goddess an innocent head tilt to give an air of friendly childishness. "How about you? It's nice to be partying, isn't it?"
Philomela desperately hoped she hadn't dropped any hints of who she might actually be, but the imposing presence of the councilwoman really didn't help matters at all.

Was she alright? The younger woman seemed a bit childish in her response. Bellona couldn't tell if that was just how she was, or if she was trying to put on an act. And if so, for what reason. It didn't particularly matter either way, but it still struck the War Goddess as odd. Either way, she was doing a remarkably good job so far of staying calm and polite in front of her.
"I would rather be fighting," Bellona said plainly. "Partying seems like a waste when there are still enemies to crush. But perhaps I'll get lucky and run into them tonight," she said. It was no secret that Bellona was excited for the ball for one reason and one reason only. And Bellona was anything but subtle in this regard. She didn't come to be known as the War Goddess for having a spy's delicate touch. She chuckled. "That said, I would rather be here than in a meeting or doing paperwork. So I suppose you have a point."

Actually, the presence of the War Goddess terrified Philo - she was no fighter, she was hopeless with her bare fists, couldn't properly lift a sword or even wield a rapier. Her forte lay in how she controlled her words and speech, not how brutally she could defeat someone in mortal combat. Fighting was more in the element of the azure-haired woman Philo stood in front of. In fact, this crushing murderous intent was made even more obvious when the councilwoman admitted she would much rather be fighting than be 'relaxing' in this party environment. She justified it by saying there would still be enemies to crush, and exclaiming that perhaps she might get lucky and find them tonight! Inwardly, Philo was pretty nervous - it seemed the Empire was expecting Spectre members to try and sneak into the event. But the Speaker tried her best to keep up appearances.
"Well, I can't expect less from the mighty War Goddess," Philo said, nodding towards the councilwoman before her. "Always ever so vigilant for enemies to break. I'm relieved that we have a person like you who's able to step up and quash those who try to resist." Philo attempted to continue the conversation as naturally as she could, making sure to play to the other person's disposition and responsibilities. As much as Philomela hated it, she had to suck up to these Empire bastards in order to avoid arousing suspicion. She had half a mind to ask the War Goddess why she even noticed her, but she rescinded her decision thinking it would only bring attention to herself.

Bellona could still tell the woman was intimidated. Although her words were calm and collected, there was a slight tremble to her expression and she seemed to be sweating a bit. But that was normal. It was normal to be intimidated by Bellona, even for her own soldiers. For her direct subordinates, Bellona tried to instill admiration as much as fear, but even then the fear was usually still there. So there was no suspicion to be found in that...although her words seemed a little too kind. Perhaps Bellona had simply known Viola too long to trust anything that sounded too much like sucking up.
"Hmhm. Well, perhaps you'll be lucky enough to see me in action, then," Bellona said. It was a statement that could potentially have a double meaning, although she left the actual interpretation up to the twintailed woman before her. "I thank you for your kind words though. I will be sure not to disappoint you."

The War Goddess just looked back at Philomela, though she simply responded by stating that the woman in disguise would be 'lucky' enough to see her in action. The way the War Goddess phrased that was rather dangerous. Philo knew that the Empire were on high alert for any Spectre infiltrators. If the azure-haired woman before her truly sprung into action, Philomela would most certainly be the opposite of lucky. In fact, it would be a disaster, unless that former assassin girl from before was both brave and strong enough to take her. Though Philo didn't know that the War Goddess was exactly that girl's target, she was still one of the strongest counsellors, and probably a real target regardless. Philomela took the time to make sure that suspicion would not be aroused at all. Philomela was sure that she wasn't in the clear just yet.
"Sometimes I feel a little kindness goes a long way. Truth to be told, your strong presence actually makes me tremble. Just how do you manage it? I imagine it helps for rallying your subordinates." Philomela ended up asking, out of a sheer curiosity rather than anything.

"I'm pretty sure that if we saw you in action, then the only one who could rival that level of destruction would be me."A familiar and bitter tone spoke up after Bellona commented about fighting. A certain ivory haired woman with a scar upon her face stepped over to join the blonde and the azure haired women. She wore a white suit rather than any fancy dress or other frilly thing. Just not her style. A pair of heeled boots she wore helped to elevate her height a few inches, making her stand taller than most of the other women that attended this event. Arianna "Bittersteel" Black, or as Bellona would be aware, the royal bastard. It seemed that the already excessively bitter woman had become even more so in recent days. "And then you'll have to pay for damages out of your own pocket like I did the last time I used Ruthenium. I leveled the whole place. Not even a pillar left standing. Though it was fun." She sipped at a drink that was gripped in her hand, though the color definitely wasn't that of something from the punch bowl. "It's not something that can be taught," Bellona said. She was quite proud of the fact that she could intimidate someone just by her presence alone. But teaching it? That was a different story. If it could be taught so easily, Bellona wouldn't have wanted to anyway. The best she could do was explain the difference between the two of them. "Part of it is reputation. Every single person here knows what I am capable of, and if anyone doubts that then they just might get treated to a demonstration. Without that, even the most intimidating attitude is just bluster."
She gave a sidelong glance towards the owner of a very bitter tone of voice as she approached the two of them. 'Bittersteel' Black, as she was known, and a very fitting name it was. Also, if Bellona recalled, the bastard daughter of the Emperor himself - a fact only he, she, and the council were aware of. As of this moment though, she wasn't yet due the respect of royalty. She was right, at least - very few people could match Bellona for destructive potential, but she was one of them. Having a pair of walking tanks for Pokemon certainly helped. But she was also quite wrong about paying out of pocket. Bellona hadn't had to do that since...well, since before she was promoted to Captain.
"Still upset about that, are you, Bittersteel?" Bellona asked with a smirk. "When you get to where I am, you won't have to pay for things like that...although the trade-off is not being quite as free to do it to begin with." Sort of. She could level a place whenever she wanted. But she had other duties as well, and even raw destruction got boring when there was no one capable of preventing it. "Like this event. I would rather be on the battlefield than at a formal gathering. But I do have high hopes for how things will go, tonight."

Philomela stood and listened intently as the War Goddess explained that it was a natural thing; partly driven by her reputation (of course, everyone present knew just how destructive the War Goddess could potentially be) and partly driven by her demeanor and her assertiveness. Philomela nodded and smiled, albeit awkwardly. "Yes, I understand," Philo responded. She was terrified, but tried hard not to let it show. "After all, no one wants to be all bark and no bite." she reiterated what she'd just been told, to cement that she understood the concept. Philomela was no combatant, though she had her parents' Pokemon to help protect her in emergencies. She idly wondered if she should learn to become a fighter, so she could...
Philomela's thoughts were interrupted when another lady joined the conversation, exclaiming that if anyone saw the counsellor in action, then the only one who could compete was the lady herself. She talked about a past event, referring to something she did with her Pokemon, but Philo glossed over the detail. She asked how the two of them were. In response, the War Goddess referred to the lady as 'Bittersteel,' which Philo could only deduce was a nickname. She added that she would much rather be in the heat of battle than at a ball like this, but given how bored she seemed of the 'peace' and how she was so badly anticipating that chaos would break out, Philo couldn't help but feel a bit uneasy.
"Well, I couldn't hope to be as powerful as either of you two," Philomela made herself relax a bit, trying to enter into something more of her own element. "So I personally would be hoping things go smoothly. Of course, should things go awry, I do suppose everyone has to do their best to handle things in the correct way." Philo's heart skipped a beat or two.

Details, details. Much as Battaglia complained about how boring being a Counselor was, she sure did love to go on and on about it in a braggart way. Then again, that was pretty much those Noble types in a nutshell, Arianna found. The soldier took a quick swig of her drink after Bellona finished speaking. Much as she didn't care for the so-called "War Goddess", the blunette had a point about being on a battlefield rather than at some pampered up farce of a party like this Ball was. Bittersteel wouldn't have been here either if it wasn't for her newest orders. Infiltrate and destroy Spectre from the inside out. And in return, she would be given a reward beyond measure. Official recognition and legitimization by her real father, Emperor Leviathan. Now if that wasn't a reward worth fighting for, nothing was. But she had to focus on the priorities. And right now, her priority was putting on the act of a deeply disgruntled soldier. Granted that was easy as the day was long, but she had to look like a disloyal one. That was a little trickier. Having a chance to vent some frustration about the Nobility though? Hahahaha... Now that was fun. "Yeah, yeah. Fancy Nobility and having all the money in the Empire. Whoop de doo." Bittersteel briefly replied before looking over at the other girl that was with them. Seemed like a meek little thing, the way her body posture exuded nervousness. "Pretty much hit it spot on. Everybody wants things to go smooth, but we'll see what happens. Best to live in reality rather than with your head in the clouds."
